Overview of Florida’s Diverse Regions

Florida is long. Pensacola to Key West is about 830 miles, and the state changes a great deal along the way. Winter mornings start below freezing in Tallahassee and in the mid-60s in Key West. The same house costs twice as much to insure in Miami as it does in Orange Park.

These seven cover the 41 counties where the large majority of Florida retirement happens. A handful of inland and rural counties — Alachua, Highlands and several small North Florida counties among them — don't fall neatly into any of these and aren't included in the figures below. You'll also see Florida divided into eight or even ten regions elsewhere; the lines are conventions, not law.

Ranked: Cheapest Place to Own a Home

This is the number most people never calculate, and it's the one that decides your monthly budget. It's the property tax bill on a $400,000 homesteaded home plus the median homeowners insurance rate filed with the state, added together.

The Panhandle and Northeast Florida are effectively tied at the top — $92 a year apart, which is noise. The real gap is at the bottom: Southeast Florida costs about $5,300 a year more than the Panhandle to carry the same home. Over a twenty-year retirement, that's more than $100,000.

Now compare that spread to the tax table. Taxes range $1,392 across the state; insurance ranges $5,123. Insurance is nearly four times as decisive as property tax in deciding where Florida is affordable.

What a retired couple who owns their home outright needs each month for the basics: housing costs, health care, food, transportation and essentials. The Florida average is $3,034 and the national average is $3,244.

Ranked: Warmest Winters

Average January overnight low. Daytime highs vary much less across Florida than nighttime lows do, which is why the mornings are what people actually notice.

Summers, by contrast, are nearly identical everywhere: August highs run 90–92°F in every region in the state. When Floridians argue about climate, they're arguing about January.

Three Things the Numbers Show

1. Warm winters cost about $5,300 a year.

Southeast Florida has the warmest winters in the continental U.S. and the highest carrying costs in the state. The Panhandle has the coldest winters in Florida and the lowest carrying costs. The gap between them is 16 degrees on a January night and $5,284 a year on the same house. That's the fundamental trade in Florida retirement, and almost nobody puts a number on it.

2. Insurance decides affordability, not taxes.

Property tax averages span $1,392 from the cheapest region to the most expensive. Insurance spans $5,123. Southeast Florida isn't expensive because of its tax rates — its tax average is only $1,392 above the Panhandle's. It's expensive because insuring a house there costs nearly three times as much. Storm surge risk is what carriers price, and it's what separates Florida's regions.

3. The cheapest region to live in is the sixth-cheapest to own in.

Tampa Bay and the Nature Coast has the lowest day-to-day costs of any region — groceries, health care, transportation, utilities — and sits sixth of seven on taxes and insurance combined. Southwest Florida is the reverse on one measure and matched on the other: most expensive day to day, fifth on carrying cost. If you only look at cost-of-living indexes, you will pick the wrong region.

A few of these are worth pausing on. Monroe County has the lowest property tax rate in Florida and the highest cost of living. Miami-Dade has the region's cheapest day-to-day costs and the state's most expensive home ownership. And the single cheapest county to own a home in is Sumter — home to the largest 55+ community in America.

How I Calculated All This

Property taxes come from Florida TaxWatch's county millage data, applied to a $400,000 home with the full homestead exemption. See my county-by-county property tax rankings for all 67 counties.

Insurance comes from the Florida Office of Insurance Regulation's CHOICES tool, which publishes the rates carriers have filed with the state. I used the median of the roughly 19 companies listed in each county for the same sample home: a masonry house built in 2005 with a $300,000 replacement value, a 2% hurricane deductible, no recent claims, limited wind-mitigation features and no hip roof.

Living costs come from the Elder Index, produced by the Gerontology Institute at the University of Massachusetts Boston, which calculates what adults 65 and older need for the basics in every U.S. county. I used the figure for a couple who own their home outright and are in good health. More detail in my Florida cost of living breakdown.

Climate comes from 1991–2020 normals published by the Florida Climate Center, the Office of the State Climatologist.

Four caveats worth reading

Regional averages are unweighted. Miami-Dade counts the same as Franklin County. Use the county ranges and the individual regional guides for anything specific.

The tax and insurance examples are different homes — $400,000 for tax, $300,000 replacement value for insurance. Use the combined figure to compare places, not as a quote on a particular house.

The insurance sample home is 20 years old with limited mitigation credits. A new home built to current code, with impact glass and a hip roof, will price meaningfully lower everywhere.

CDD assessments and HOA or amenity fees are not included in any of these figures, and in many 55+ communities they're substantial.

Common Questions

How many regions is Florida divided into?

There's no official answer. I use seven, organized around where people actually retire: Northeast Florida, the East Coast, Southeast Florida and the Treasure Coast, Southwest Florida, Tampa Bay and the Nature Coast, Central Florida, and the Panhandle. You'll see the state split into eight or even ten elsewhere, usually by splitting Tampa Bay from Sarasota or separating the Treasure Coast from South Florida.

What's the cheapest region of Florida to retire in?

It depends which cost you mean. For day-to-day living, Tampa Bay and the Nature Coast at $2,861 a month for a couple. For the cost of owning a home, the Panhandle at about $8,585 a year in taxes and insurance, with Northeast Florida essentially tied. Central Florida contains the single cheapest county in the state, Sumter, at $7,136.

What's the most expensive region of Florida?

Southeast Florida, by a wide margin on home ownership — about $13,869 a year in taxes and insurance, roughly $5,300 more than the Panhandle. Southwest Florida is the most expensive on day-to-day living at $3,290 a month for a couple.

    Looking to move somewhere in Florida. Looking for a home in the 240,000 range with a RV port to park the RV. Maybe the North West part of Florida in a retirement community..

    Try to stay in Fort Myers, we love it because we have 2 dogs. We never pulled the trigger and moved there. Now 70 and 72 it’s really too late for us. Just find your place and do it. Love Venice Beach as well but not as much. Try Sarasota too. We love it also. Find your place and go for it. If Fort Myers doesn’t work out move to another spot. Much nicer than the east coast.

    I am 61 and will be moving to Florida . Not sure what part yet. We have lived in St Augustine and Palm Coast . We are interested on Gulf Coast . Will be seeking a small home, condo or what ever is with in our comport zone and location to shopping and entertainment is keen
